TOWN OF NEW DENMARK

MINUTES FROM MONTHLY MEETING

JANUARY 17, 2011

 

The regular monthly meeting for the Town of New Denmark was called to order on Monday, January 17, 2011 at 7:00 p.m. by Chairman Bill Krueger.  After the Pledge of Allegiance the Minutes from December’s regular monthly meeting were read and Sup. Goetsch states the Minutes should reflect 110% for revalue instead of 100.10%.  A motion is made by Sup. Rabas and seconded by Sup. Goetsch to approve the Minutes with revision.  MC

 

MINUTES FROM SPECIAL MEETINGS: Minutes from December 27, 2010 Special Town Bd meeting read. Motion by Sup. Goetsch and seconded by Sup. Rabas to approve.  MC

 

TREASURER’S REPORT:  As of December 31, 2010,the Treasurer’s books show a balance on hand of $749,556.59 in the money market and $39,425.15 in checking.  Sup. Goetsch questions $12.00 miscellaneous income.  Motion made by Sup. Goetsch and seconded by Sup. Rabas to accept report. MC

 

COMMENTS and CONCERNS FOR THE PUBLIC:  None.

 

OLD BUSINESS:  Sup. Goetsch inquires as to personal service of property owners re: vacation of Swobada Lane.  Atty. Sickel states a new resolution will need to be adopted and service effectuated within appropriate timeframe.   Sup. Goetsch inquires as to refund from Veolia now that contract has been settled.  Clerk states she will review all the 2010 invoices and will submit an invoice requesting credit this month.

 

NEW BUSINESS

APPROVE INFORMATIONAL BUILDING & CULVERT PERMITS: American Tower located on Cty Hwy R for upgrade/addition to existing tower.  Motion by Sup. Goetsch and seconded by Sup. Rabas to approve.  MC; Todd Goddard of 5123 North Avenue for 24x34 shed with 30 ft setbacks noted.  Motion by Sup. Rabas and seconded by Sup. Goetsch to approve with setbacks reviewed by Building Inspector.  MC.

 

DESIGNATE LEGAL NEWSPAPER FOR PUBLICATION OF TOWN NOTICES: The Denmark News will be a legally recognized newspaper effective 1/24/11.  Sup. Goetsch likes to utilize local whenever possible.  Motion by Sup. Goetsch and seconded by Sup. Rabas to designate The Denmark News as official newspaper for the Town for legal publications. MC

 

POLL POSITION FOR UPCOMING SPRING ELECTION: Clerk states due to time limitations she was required to draw for poll positions prior to Town meeting.  She drew names with Village of Denmark Clerk, MeLissa Stipe since she is a resident of the Town and it was conducted in a public office.  As to contested races: Gary Moore drawn first for Chairman, Bill Krueger second and Gary Taicher first for Assessor, and Michael Gaworek second on the ballot.

 

ZONING ADMINISTRATOR POSITION:  Chairman Krueger states Town of Scott is beginning interviews tomorrow.  Motion by Sup. Rabas and seconded by Sup. Goetsch to table until next month.  MC

 

ASSESSOR’S REPORT:  None.

 

UPDATE ON LEGAL ACTIONS: Atty. Sickel states a response has been filed to Berger’s Declaratory Judgment. Rural Mutual has accepted defense of claim and paying for legal expenses.  Scheduling conference set for January 27th to schedule new trial with NEW Organic regarding appeal to Circuit Court.  Atty. Sickel will keep everyone informed of pending dates as witnesses will need to be subpoenaed for trial.

 

BROWN COUNTY WINTER MAINTENANCE AGREEMENT:   Review of 2011 Winter Maintenance Agreement from Brown County.  Rates remain the same as 2010.  Motion by Sup. Goetsch and seconded by Sup. Rabas to approve.  MC

 

ROAD & BRIDGE REPORT: Sup. Rabas states he has received a response back from Scott as to the Village’s amount owed for chip sealing North Avenue.  Town to pay entire invoice and request reimbursement from the Village in the amount of $5,173.00.  Chairman Krueger states the Town will receive $132,397.18 in highway aids for 2011.  Sup. Goetsch questions if the Town should lock in diesel fuel rates with 2011.  Rates projected to be around $3.40.  Constable Olsen states current rate $3.02.  Clerk to obtain information for next meeting.  Keith Brunner inquires if County can place a small pile of sand/salt outside fenced area for residential use.  Sup. Rabas to contact County.

 

UPCOMING MEETING DATES: Plan Commission Meeting forJanuary 25th to be adjourned until March to allow time to pass regarding remaining roads vacation.  Atty. Sickel will have a better handle on Joe’s Lane at that time and may have a response from the Court as to ruling on Eastwind Drive.

 

CORRESPONDENCE: Meeting at Brown County Library to discuss working lands initiative on January 25th at 6-7:30 pm  Ltr from Public Service Commission regarding wind sitting rules.  Brown County Farm Bureau flyer.  Ltr from Judge William Atkinson regarding notice to Town of possible relocation of sex predator.  Clerk states letters are sent to all municipalities within Brown County.

 

PAYMENT OF BILLS:  Motion by Sup. Goetsch and seconded by Sup. Rabas to pay bills.  MC 

 

Motion by Sup. Rabas and seconded by Sup. Goetsch to adjourn at 8:25 pm  MC
