May 18, 2010 Special Town Bd Meeting - Garbage/Recycling contract

SPECIAL MEETING of the TOWN BD
MAY 18, 2010 at 6:30 p.m.
A special meeting of the Town Board was called to order on Tuesday, May 18, 2010 at 6:30 p.m. by Chairman Krueger. Present: Chairman Krueger, Supervisor Rabas, Dawn Chervenka, Treasurer, Michelle Wallerius, Clerk, Steve Olsen, Constable
Chairman Krueger reports four proposed contacts received.
Deyo: Bid is for two 95 gallon recycling and trash carts. Deyo will own and maintain the carts for the length of the contract. Fuel surcharge to be tracked as to amount used and billed accordingly. They will also deliver all the carts to the residential homes and provide literature and contact information. Sup. Rabas inquires about single stream recycling and whether it is every other week or twice a month. Deyo states it is twice a month but will pick up any overflow when it runs into a month with five weeks. Money from the recycling product is retained by Deyo and used to offset the tonnage fee.
Veolia: Veolia’s unit price based off 35 gallon cart. Would maintain the $2.00 and $3.00 monthly charge to residents for larger carts and would continue to direct bill them. Service would remain the same as it presently is.
IWC: Joe Carter present and states estimate is for 35 gallon cart but has enough built into the proposed contract to upgrade to 60 gallon. Should the Town want larger carts, he would need to reevaluate his numbers. Would alternate each week with paper and co-mingle and would provide a schedule that could be included in a yearly mailing. Company started 1 year ago but has 35 year history in waste management. Work with Veolia for 7 years and has extensive residential experience. Currently they are providing logistics for disposal of commercial and industrial waste but has equipment available to provide residential service as well. His company is based on service and is family owned and locally based. Presently, not serving a municipality but looking to expand on that service.
Waste Management: Larry Schepp present for Waste Management. Proposed contract includes $13.00 a ton for waste disposed and broken down into cost per residential unit. All environmental taxes and fees included. Waste Management only hauls to local landfills and provides indemnification to the Town. Revenues from recyclables is used to off set fees.
Sup. Rabas questions if Veolia bills separately for recycling charge – they do not, it is figured into their total cost with an Annual report on tonnage provided to Town.
Current contact to expire 7-31-2010 with the request for 90 day notice of termination.
Joe Carter inquires if the Town signed Tri-County agreement and Clerk states they did not sign that agreement. Chairman Krueger thanks all the participants for their proposals and a decision will be made at the June 14, 2010 Town Board meeting. Motion by Sup. Rabas and seconded by Chairman Krueger to adjourn at 6:50 p.m. MC
