TOWN OF NEW DENMARK
MINUTES FROM MONTHLY MEETING
MAY 12, 2008

The regular monthly meeting for the Town of New Denmark was called to order on Monday, May 12, 2008 at 7:00 p.m. by Chairman Gary Moore. After the Pledge of Allegiance the Minutes from April’s regular monthly meeting were read and being no revisions a motion was made by Sup. Bradley and seconded by Sup. Rabas to approve the Minutes. MC

MINUTES FROM SPECIAL MEETINGS
Minutes from an April 21, 2008 special meeting re: Road and Bridges and Derek Rosek were read and a motion was made by Sup. Bradley and seconded by Sup. Rabas to approve with revision that Town of Cooperstown to grade roads. MC Minutes from March 31, 2008 special meeting with Brown County Planning Dept to update Zoning Map and Ordinances were read. Motion by Sup. Rabas and seconded by Sup. Bradley to approve with the following revision: estimated cost for updated map should be $10,000. MC. Minutes from a March 14, 2008 special meeting re: Connor Lane read and a motion was made by Sup. Bradley and seconded by Sup. Rabas to approve as read. MC

TREASURER’S REPORT
The Treasurer’s books show a balance on hand of $731,758.39 in the money market, $9,000 designated to Bridge Fund and $754.82 in checking. Motion made by Sup. Rabas and seconded by Sup. Bradley to accept report. MC

COMMENTS OR CONCERNS FROM THE PUBLIC: Frank Wiltman questions grass cutting bids and why the lowest bid was not accepted. Chairman Moore states the Board has the right to reject any and all bids and they choose to re-bid grass cutting which is on the agenda for tonight.

OLD BUSINESS: Clerk informs Board she spoke with Ron DeGrand and he has requested to be placed on the agenda for June to provide a quarterly report.

NEW BUSINESS

JULIE KNIER – BROWN COUNTY REPRESENTATIVE
Ms. Knier of 1364 Castle Rock Court is the newly elected County Rep. for District 17. She has been appointed to the Human Services Committee. She will furnish her email to the Board should they have questions or concerns about developments at the County level and she will make every attempt to provide updates on issues that may affect the community. Chairman Moore wishes her well and invites the public to talk with Julie at the conclusion of the meeting.

NORTHERN CONCRETE
Sign Request: Rob Larsen of Northern Concrete requests to renew approval of the banner type sign on the silo and inquires why the Board denied it initially. Sup. Rabas stated it was not visible from both directions and partially blocked by a tree. Mr. Larsen states the tree will be cut down and the silo is at the highest point on the property. Sup. Rabas questions why it cannot be closer to driveway or near the yard. Mr. Larsen states it would not be visible as that area is 6 feet below the roadway. Chairman Moore proposes to meet them at the site with Sup. Bradley and Rabas to see where it would be placed, with the understanding Sup. Rabas is welcome to attend. Sup. Bradley believes the banner sign would be visible from both directions.

Informational Building Permit Form for Concrete Digester: Review of Informational Building Permit to construct a concrete digester on property located at 6601 County Highway R. Engineer, Steve Dvorak present. Mr. Dvorak states the purpose of the digester is to process organic waste and treat it through an anaerobic process w/out the use of oxygen to create an organic biodegradable renewable energy. The energy would then be sold to WPS and could power 400/500 homes. The waste is 97% reduced and the end result is a compost material which can be bagged and/or converted into fiber panels. Sample of compost material furnished to the Board. The concrete vessel meets all NRCS codes, is airtight, insulated and heated. Waste would be generated from American Foods and/or farm waste and added daily through a plug flow system. The entire process takes approximately 24 days from start to finish and is very environmentally friendly vs. land spreader. Chairman Moore questions location of the facility on the property. Mr. Larsen draws sketch of future construction. The Digester would be 2 feet above ground. Sup. Rabas questions total square footage. Chairman Moore question property zoning. John Larsen states 5 years ago – property was re-zoned business with the exception of the home and barn – that remained Ag. Clerk retrieves John Larsen re-zoning file and Town Board Minutes from October 2004. Minutes approve CSM dated 9/27/04 re-zoning 4 acres to business. Question whether additional property may be needed to fit construction. Vessel will consume approximately 1/3 of an acre. Motion by Sup. Rabas and seconded by Sup. Bradley to table until next month. MC. Under question, Chairman Moore requests that they locate their CSM and draw the proposed digester into the boundaries. If it cannot fit, they would need to go before the Plan Commission to have additional property rezoned. John Larsen questions if the Town Board foresees any problems with this project. Chairman Moore unable to speak for Plan Commission if the construction would fall outside of the business zoning.

ASSESSOR’S REPORT
Gary Taicher states he is aware the Board selected May 22, 2008 from 6:30 to 8:30 p.m. for the Board of Review. At the Annual meeting they discussed May 19, 2008 for the Board of Review and he used that date on the Notices. Would recommend the Clerk post notice on the door referencing the correct Board of Review date.

APPROVAL OF INFORMATION BUILDING PERMIT FORMS
Wireless Planning Consultants. Informational Building Permit Form to add 6 antennas which would extend an additional 120 feet from a US Cellular guide tower and construct a 12x20 shelter. Motion by Sup. Bradley and seconded by Sup. Rabas to approve Informational permit with the condition the building inspector approve and review the setbacks. MC

APPOINTMENT OF TOWN LAWYER
Chairman Moore states Atty Laura Beck has discontinued her service to the town. Chairman Moore would request the appointment of Atty James Sickel. Motion by Sup. Bradley and seconded by Sup. Rabas to appointment Atty James Sickel as legal representative. MC

ROAD & BRIDGE REPORT
Sup. Rabas meet with DNR about North Town Hall Bridge today and Town will need an engineering firm to prepare the paperwork. Also there is an issue of minnows in the waterway. Chairman Moore proposes to send out proposal/draft for engineering work. Sup. Rabas questions if someone should look at Cooperstown Road Bridge. Sup. Bradley states John has not gotten back to him about bids.

GRASS CUTTING APPLICANTS/BIDS
Chairman Moore opens sealed bids/letters of interest for seasonal grass cutting: Charles Winnekens – has cut the Town in the past and would like to split the duties. Bid is $13.50 an hour. Francis Rabas – seven years of experience in cutting the Town ditches. $14.00 an hour. Francis Andrasetek – has worked with farm implement, military machinery, forklifts. Bid is $10.50 an hour. Keith Pieschek – experienced in running farm equipment and skid steer. Prior residential lawn cutting experience. No hourly rate noted. Jennifer Christensen of Hickory Hill Heights in Maribel - experienced with weed eaters, riding and push lawn mowers. No hourly rate noted. Dick’s Lawn Care – total bid is $65.00 an hour for machine, labor, fuel and insurance. Chairman Moore suggests Dick’s should be left out as their intent was to use the Town’s equipment and he would like to use a resident from within the township. Motion by Sup. Bradley to accept Francis Andrasetek as the lowest bidder. Question posed if he has a place to store tractor – states he has an old granary he could use. He will also maintain the oil/filters. Chairman Moore seconds if Francis Rabas is willing to assist with maintenance and some grass cutting. MC Question as to Mr. Andrasetek’s residence – Dickinson Road is not in the township. Motion by Chairman Moore to disregard Mr. Andrasetek’s bids due to his non-residency. Seconded by Sup. Bradley. Motion by Chairman Moore to split the time between Francis Rabas and Charles Winnekens. Seconded by Sup. Bradley. MC

REVIEW OF WEBSITE PROPOSALS
Clerk submits website proposals from Diane Cherney, Carl Graf, Town Web Design, Inc. and Rich Manwiller of buildmyownsite.com. for development of Town web page. Board to view sample sites. Motion by Sup. Rabas and seconded by Sup. Bradley to table until next month for further review. MC

VIKING RESCUE REPORT
Chairman Moore reports Viking Rescue schedule shows 2 open shifts for the month of April. Viking had some problems in response to the submerged vehicle in the Neshota River. County responded and Viking did not – questionable if Viking had adequate coverage. Currently, County Rescue does not want to assume the liability of a consulting agreement with Viking as there is no enforcement body. Chairman Moore also reports internal problems within Viking between drivers and EMTs. Viking does a good job when they respond, but obviously some problems need to be addressed.

CORRESPONDENCE
Chairman Moore reads letter from Clerk to Ron DeGrand requesting a quarterly update/report about the Br Cty Planning Commission meetings. Ltr from Dept of Transportation for HES improvement grant program for county/local roads projects greater then $25,000. Ltr from Br Cty Sheriff’s Department notifying Town of the release of a sex offender that has moved into the community: Mark Lukensymeyer of 6482 Cty Hwy T, Denmark. Informational flyer from Schawana for scrap tire and battery round-up which can be offered through township.

PAYMENT OF BILLS: Motion by Sup. Bradley and seconded by Sup. Rabas to approve and pay bills. MC
